JSC "TAJIKTELECOM"

The features of geographical location of Tajikistan in many respects had defined the development of Telecommunications in our country. Tajikistan as a remote area of former Soviet Union has never considered as a cross-road and transit point on organizing of transmission routes for traffic of telephone, telegraph and other kind of messages between the countries of the world. The consequences had effected immediately after disintegration of the Soviet Union and transition to international settlements for telecommunication services between CIS countries. As in that period Tajiktelecom basically facilitated by analog channels and trunks passing through the territories of the neighboring States, so our international gateway to the countries of over the world has became unreasonably expensive and for short period we accumulated huge debts (most parts of which were the payment for administrative transit), and which on statement of 01.01.1997 has amounted to approximately 7.5 million US Dollars.

The struggle for survival of our company passed on a background of Civil War in Tajikistan and neighboring Afghanistan, as well as on a background of common adverse economical conditions in the Republic during which grew internal accounts receivable for the telecommunication services and not being passed the payments between CIS countries. 
But after the expiration of a certain period those factors, which in the early stage played a negative role, began to promote and strengthen our positions. Due to departure of citizens from Tajikistan to CIS and overseas countries the incoming telephone traffic began considerably exceed the outgoing traffic. The severe auditing, correct and more economically favorable traffic redistribution as well as cutting down channels for unpopular routs have resulted to decreasing of payment for administrative transit. Replacement of analog long-distance and international telephone switch to digital allowed us provide with transit traffic for other telecommunication companies through the ISC (International Switching Center) in Dushanbe. 
All these and other measures allowed us to considerably reduce the external debts which today amount about 1,3 million US Dollars, and we have large hopes to reduce them to a minimum by the end of current year. 
War termination in Afghanistan, geopolitical interest of major countries of the world to our region, interests to terrestrial bowels of Tajikistan and to our beautiful nature as an object for tourism have attracted to our country a wide circle of business people including those from the telecommunication sector. We have the opportunity to begin realizing the projects for replacement of step-by-step and cross-bar exchanges in Dushanbe and other cities of the Republic; more widely develops the network providing Internet and E-mail services and it is finishing the works for introduction of IP-telephony. 
At present in the Republic of Tajikistan practically all primary backbone telecommunication network was build on analog transmission systems which don't respond to requirements for providing modern services and physically are obsolete therefore some of the value added services can not be offered. At the same time linear and cable facilities have a long term service and owing to that the electrical characteristics do not answer to modern technical standards. It is necessary therefore to modernize of primary backbone telecommunication network of Republic and transition it to digital methods of signals processing.
This problem probably will be solved after connection of Tajikistan to the International TAE system and then we can pass to the international principles of mutual relations between our partners. 
Proceeding from the complex local mountain relief of Republic of Tajikistan, where the mountains cover 93% of territory, the most of optimal variant for realization of works for primary backbone network modernization is an implementation of digital satellite and wireless communications systems. More acceptable on economical indicators there is DAMA-VSAT satellite communication system, as the payment for frequency bandwidth depends from congestion in real time. This system also allows decrease dependence of work whole primary backbone network from power suppliers. So at organizing of communication on cable or microwave lines during long period of power switching off at repeater points can be remain without communication many regions of the Republic. In case of DAMA-VSAT system the communication interrupts only between those cities and districts where switching-off of the electric power have taken place. 
Now in the Republic of Tajikistan operates the network from 16 satellite FaraWay VSAT earth stations with Hub station in Ku band allocated in Dushanbe. In each point the system supports 8 voice channels connected with local switches and/or PBXs. It is supposed to replace these switches to digital ones in future.
