PURPOSE OF THIS DOCUMENT
This document addresses all partners of the World Summit Award – institutions,
organizations and individuals (members of the Expert Panel 2007) – who are
responsible for conducting the WSA National Contests/Pre-selections of the best
e-Content and creativity examples in their countries.
The purpose of this document is:
to outline the eligibility requirements for a national contest to become the official pre-selection for WSA Global Contest 2007
to outline the rules/guidelines/mode of the jury process which a partner
has to commit to, in order for their national contest to become the
official pre-selection for WSA Global Contest 2007
After reading this document you should be able to:
revise the process of your national contest, suggested as the WSA
preselection, regarding the WSA guidelines and, if necessary, to adopt the process of your national contest to the guidelines defined by the WSA process
sign a contract with the ICNM on conducting the official WSA
preselection in your country.

WSA EXPERT PANEL 2007
Nominations and selection
Based on the experience of the WSA 2003 and 2005 process, the selection of the national best practice examples in e-content and creativity 2007 is made through
the panel of the most recognized national experts. The expert nominations were
accepted from all 191 United Nations member states. The decision on the final list
was made by the WSA Board of Directors. As a result, 168 countries are
participating in the WSA 2007.
Expert tasks and responsibilities
Each WSA Expert Panel member carries responsibility for the selection process and proposing the best e-content examples from their country, according to the WSA categories and guidelines, as it will be stated further in this document.
A total of eight products (one per category) shall be proposed and entered by the ndexpert into the WSA Global Contest database.
The registration start is July 2 , registration end – August 1st, 2007.
All proposed products will be evaluated by the WSA Grand Jury 07, which
will meet in September 07 in Croatia. The expert is responsible for a smooth functioning of all communication and is obliged to handle all the inquiries from
their country.
Selection strategy
For the selection of the best practice examples, the national expert can choose one of the following
strategies
preferred: National WSA Contest, as an official pre-selection for the WSA 2007 (possibly a cooperation with an existing national
contest)
a national committee/board, established by the expert and approved by
the WSA
personal selection made by the expert and based on an extensive
experience and acquaintance with the local content market (applicable
for small countries).
Contest rules
A WSA contest is open to any company, organization and individual active in the content industry and based in the “NATIONAL CONTEST COUNTRY”.
There is no limitation regarding the platform of the applications.
All entries have to be complete products. No drafts, demonstrations or unfinished prototypes are accepted.
The release year of a project must be 2006 or 2007.
Producer must have the copyright permission for any pictures, sound, content etc. used fore the production of his application. Usage of all software should be legal.
The interface of the products can be in any of the United Nations official languages. All producer and project information shall be in English.
One product may be submitted only once. In case of multiple submissions by one organization, each product requires a separate
registration.
All materials submitted become the property of the organizers and will not be returned. One copy of each submitted product will be archived
for the record. No commercial use of this archive may or will be made.
Incomplete submissions and those not conforming to the WSA rules will be disqualified without any further notice. There is no possible legal recourse against such decisions.
Along with the completion of the registration, participants in the Award accept the rules, guidelines and Award criteria governing the WORLD SUMMIT AWARD.
Registration and submission of a product to the evaluation itself does in no way entitle it to any specific benefits. There is no possible legal recourse against the organisers.
Submitters are held responsible for the smooth functioning of their products.
All products from the winners list of the National Contest must be sent by the producers/contest organizers to the WSA Office in Salzburg, Austria, and arrive not later than August 15th, 2005. The WSA Office does not accept mailing and transport costs as well as the customs duty for any entry. All shipments are to be sent at the cost of the sender.
Award categories
1. e-Learning
Serving the needs of learners to acquire knowledge and skills for a complex and globalizing world; transforming schools, universities and other educational institutions through interactive, personalized and distributed learning resources; creating active e-learning communities and target models and solutions for corporate training, supporting first steps in multimedia.
2. e-Culture
Preserving and presenting cultural heritage in line with the challenges of the future; demonstrating valuable cultural assets clearly and informatively using state-of-the-art
technology.
3. e-Science
Fostering global collaboration in key areas of science, and the next generation of infrastructure that will enable it; providing measures to promote and demonstrate scientific processes and make them accessible to citizens; scientific projects articulated through new media.
4. e-Government
Empowering citizens and serving public services clients; fostering quality and efficiency of information exchange and communication services in governmental and public administrative processes; strengthening participation of citizens in information society
decision making. 5. e-Health
Developing the consumer-centered model of health care where stakeholders collaborate,
utilizing ICT, including internet technologies to manage health issues as well as the
health care system.
6. e-Business
Support and optimization of business processes; creation of new business models in e-commerce and m-commerce, business to business, business to consumers, internet
security and other areas; supporting SME’s on the marketplace.
7. e-Entertainment
Supplying digitized entertainment products and services; entertaining the user in this
world's variety of languages and its cultural diversity; supporting movement from one-way to two-way, from single to multiple players, interactive entertainment and the
synergy between analog and digital platforms.
8. Special Category: e-Inclusion
All measures supporting IT integration of the least developed countries into the
Information Society. Reducing the "digital divide" and “content gap” between technology-empowered and technology-excluded communities and groups, such as rural areas and
women. Bridging society through multimedia.
Evaluation criteria
The criteria are tied to the concept of value added for users and e-contents for a
purpose. Specific criteria developed for the evaluators cannot over-ride any generic information disseminated. The final decision on the clarification of the criteria to be used
is to be done by the Jury. This decision must remain within the bounds of the call, the published rules of the Award and the decisions of the Head/Board of the organizers.
