PARLIAMENT
Majlisi Oli - the Parliament of the Republic of Tajikistan - is the supreme representative and legislative body of the Republic of Tajikistan.
Majlisi Oli consists of two Majlis - Majlisi Milli and Majlisi Namoyondagon. The Term of Authority for Majlisi Oli is five years (art. 48).
Majlisi Namoyondagon is elected on the basis of the universal, equal and direct voting by ballot.
Majlisi Namoyondagon implements its activities in a form of sessions that are convened once a year - from October to June.
Majlisi Namoyondagon consists of ten Committees and one Commissions. Committees on:
· Economics, Finance and Taxation;
· Human Rights, Constitutional Law and Legislation;
· State Construction and Local Governance;
· Agriculture and Employment;
· International Affairs, Public Associations and Information;
· Science, Education, Culture and Youth Policy;
· Social, Family and Women Issues, Health Protection and Ecology;
· Law and Order, Defense and Security;
· Energetics, Industry, Construction and Communications.
· Delegates' Ethics.
Commissions:
· Steering Commission;
·The main Terms of Reference for the Majlisi Namoyondagon include:
· Formation of the Central Commission on elections and referendums (at the recommendation of President);
· Adoption of laws by a simple majority of votes; and of Constitutional laws by the qualified majority of two thirds of the delegates' votes;
· Ratification and rejection of international treaties;
· Introduction of appeals on referendums holding;
· Formation of courts;
· Validation of socio-economic programs;
· Adoption of the Law on State Budget and exercising control over its implementation;
· Approval of allocation and reception of state loans;
· Validation of State awards.
Majlisi Namoyondagon is acting on a permanent and professional basis (art. 49).
Three quarters of the Majlisi Milli is elected by indirect ballot voting at the joint meetings of the people's delegates of the Gorno Badakhshan Autonomous Oblast, its cities and districts; other oblasts and their cities and districts; the city of Dushanbe and its districts and the districts of the Republical subordination (jointly). One quarter of the Majlisi Milli is appointed by President of the Republic of Tajikistan. Presidents of the Republic may also become members of the Majlisi Milli if they want to.
The main Terms of Reference of the Majlisi Milli are as follows:
· Formation, elimination and restructuring of the administrative-territorial units;
· Ratification or rejection of the laws adopted by Majlisi Namoyondagon;
· Election and recall of chairpersons, deputies and judges of Constitutional, Supreme and Supreme Economic Courts at the recommendation of President;
· Approval of appointment or replacement of the Prosecutor General and his deputies.
Majlisi Milli is convened at least twice a year. Majlisi Milli consists of five Committees and one Commission.
Committees on:
· Economics and Communications;
· Provision of Constitutional Rights of Citizens and Law;
· Agriculture, Employment and Ecology;
· Social Issues, Health Care, Science, Culture, Women's and Youth Policy in the Society;
· Coordination of activities of Majlisi Milli and Majlisi Namoyondagon, executive authority, public unions, mass media and international relations.
Steering Commission on working procedures and the delegates' ethics.
Majlisi Milli acts on a conventional basis (art. 49).
The number of the delegates of Majlisi Milli and Majlisi Namoyondagon, the election procedure, the election order and inconsistency with the mandate of the Majlisi Oli members is defined by Constitutional Law (art. 49).
The first session of the Majlisi Milli and Mjlisi Namoyondagon is convened by President of the Republic of Tajikistan a month after the elections.
Chairman of Majlisi Milli convenes sessions at least twice a year.
