In Dushanbe from 2000 has put into operation new Atomized System of Supervision and Settlements for Telecommunications Services (Billing System) of Customer - Server type. Billing System treats records of 120 000 subscribers (from total number of 235 000 subscribers). It supports the Dushanbe Local Telephone Network by 50 atomized workplaces distributed on General Directorate, International/Long Distance Switching Center, on Dushanbe Local Telephone Network Administration and on 9 Public Telephone Offices. 
The system contains information about subscribers and prints requesting information in standard form. Billing is a main and direct process in work with customers. Main purpose of the Billing process is to work with subscribers and with call records and print out necessary messages for management, control and
supervision of telephone traffic, and additionally, is operatively carried out the monitoring for receivable accounts of subscribers.
In the nearest future is planning to extend Billing System to coverage all Administrative Centers of Regions in the Republic of Tajikistan to solve the problem with adjusting telephone bills in according to accepted international standards. 
We assign the large hopes on provision for the Republic of Tajikistan an EBRD Loan in size of 13 million US Dollars for Modernization Public Telecommunications Network. Realization of project for modernization of national network with the proceeds of EBRD Loan is planning for 2-3 years. This will include the projects for replacement of all analog switches in Dushanbe and all step-by-step switches in Regional Administrative Centers, replacement of trunk cooper cable lines in Dushanbe and replacement of transmission systems respectively on main routes; the projects for introduction of time-based charging for telephone calls in Dushanbe and in Regional Administrative Centers, an extension of Billing system to Regional Administrative Centers, transition to digital-based microwave communication links and other projects.
Jointly with EBRD first of two international tenders was carry out, which at first stage includes modernization of Dushanbe Telephone Network and its infrastructure, namely transition to digital base all analog Switches and replacement all connection lines, as well as building new transport fiber-optic ring, covered all Switches in Dushanbe. (Dagram of SDH-ring in Dushanbe). The tender won the Chinese company ZTE. And we plan jointly with ZTE implement in 2004 fully digital Dushanbe Public Telephone Network.
