STATE ORGANIZING AND LEGISLATION
Republic Tijikiston is sovereign, democratic, lawful, wordly unitary state which carries out it's external and internal politics itself. The state government of republic in Tojikiston has presidential form. The Supreme organ of government of Tojikiston is Majlisi Oli. Professional parliament in Tojikiston consists of two chambers - Majlisi Namoyandagon and Majlisi Milli. Majlisi Namoyandagon was elected on February 27.2000 through the mixed system, that is, both on the majority and proportional system. It consists of 63 deputies electing by onemandatory and through the unit republican constituencies under the party lists. The Lower Chamber will work on a permanent professional basis. Majlisi Milli consists of 33 deputies, 8 of whom are nominated by President of the country. As the deputies to Majlisi Milli 5 representative from districts of republican administration and the city of Dushanbe. The deputies of Upper Chamber elect by the oblast, city and district deputies.
The power in republic is carried out on the legislative, executive and judicial principles. Each of this power with in authorities acts independently. The Constitution of Republic of Tojikiston is the basic law of republic which also was adopted in November 6, 1994 in national referendum.
The President is the Head od State, Covernment and Commander-in Chief of the all Armed Forces. As a result of national election E.Rahmonov became the President of Republic of Tojikiston in November 6, 1999 for seven years.
The Government of Republic consists of the Prime-Minister, it's Deputies, Ministers, Chairmen of State Commitees.
Court of law and Republic Prosecutor's office are very important in the system of state Government. Legal procedure is independent and subordinates only to the Constitution and laws.
It's principles are fixed in Constitution of Tojikiston.
In conformity with it the election of national deputies are universal, equal, straight by secret ballot. The citizen may elect and be elected at the age of 18.
In the article of 32 of the Constitution is pointed out that the property is inviolability and approved to right of the personal property to means of production, for the earth, natural resources and other values. They could belong to the unifications, to the citizens and government.
The state insures equal possibilities for realization of economic and other activities and secures equal protection and equal conditions for development of all kinds and forms of property. Confiscation of property doesn't assume with the exception of property which was acquired by unlawful way.
According to the Constitution the citizens are guaranteed the freedom of: press, meetings, street processions and demonstrations. It is prohibited the forming and acting of the political parties, other social unifications out of the frame of law. Basic personal rights of sitizens (the right for liberty and inviolability of person, protection of health, for education, for material insurance in an old age etc.) are forseen in
Constitution.
