NGOs are a very important element of civil society. They are in constant contact with society and people. Human development in Tajikistan also depends upon the fact to what extent will NGOs manage to attract people and help them to realize their potential. Today nearly 200 NGOs function in Tajikistan. Their activity covers almost all spheres, they are engaged in problems of social protection of the population, issues of youth education, health protection, ecology, gender equity, and also problems of safety and rights of the population. In a number of sectors NGOs closely cooperate with Government. For example, 60 NGOs on promotion of gender equity contribute to "National plan of actions on heightening of the status and role of women for the period of 1998-2005". Activity of NGOs on ecological problems was also livened up. In 1999 these organizations held various events on problems of salinity, ecological education of youth, cooperation with national and international experts on problems of Sarez lake.
NGOs in Tajikistan contribute to creation of peace. Many of them participated in signing of "Agreement on social consent in Tajikistan". NGOs, engaged in problems of human rights protection, promote heightening of legal culture.
They publish various brochures, books about the main international documents on human rights, conduct seminars, "round tables" and trainings.
Nowadays the basic problem for NGOs is shortage of financial opportunities and the difficult process of registration. But the Government can help them in it, if the process of registration will be simpler. Active contacts of NGOs and the private sector will create additional sources of financing.

The main part of NGOs, associations and funds do not have financial opportunity to create their own sites or pages in Internet (from talks with the heads of various NGOs), i.e. they cannot tell about their work implemented for the population of the republic and about existing problems. And in this context they pleasantly give information about themselves and about the work they have done, and here the help and assistance from the project I also seen.
At the moment TjDG team, under contractual basis, create the site for NGO "Pulse", that has become a winner among the sites devoted to educational reforms in Budapest and on its basis there will be created Central Asian portal on education.
