Iran no justification for missile shield - Russian FM-1

Russia does not consider Iran a threat and it should not be used to justify plans to deploy missiles in Europe, Russia's foreign minister told a Wednesday news conference in Tehran. "We do not see any threat from Iran. Russia's leaders have said that many times. And we do not see any reason why the issue of an Iranian threat is being used to justify [plans to] deploy missile defense systems in Europe," Sergei Lavrov said. If the U.S. has any concerns about Iran's missile capabilities, Lavrov said, they can be removed by using the Gabala radar, proposed by Russian President Vladimir Putin as an alternative missile defense site at the G8 summit earlier this month. Lavrov said he had outlined Russia's proposals on Gabala and its position on the missile shield to Iran's President Mahmoud Admadinejad and Foreign Minister Manouchehr Mottaki.

Atlantis landing may be delayed by weather-1

The landing of the Atlantis space shuttle may be delayed by adverse weather, a spokesperson for Houston mission control said Wednesday. Brandi Dean said that the shuttle, which has already left the International Space Station and was preparing to deorbit, may miss Thursday's landing window due to adverse weather above Kennedy Space Center in Florida. She said there were two opportunities to land the shuttle on Friday. NASA also keeps a backup runway at Andrews AFB, Maryland, ready for touchdown if weather conditions in Florida do not improve. However, she admitted the weather over Andrews was not favorable either. She said if the weather above both sites did not improve on Friday, there would be additional attempts to land the shuttle on Saturday. Dean said the crew had enough resources to stay in orbit safely until Sunday.

Austrians had no right to detain Russian - Russia's FM, embassy-2

- Russia's foreign minister said Wednesday that a Russian national apprehended in Austria last week on suspicion of spying was a diplomat and therefore authorities had no right to detain him in the first place. "He is an official with the Russian Space Agency and at the time of his detention was a member of the Russian delegation. He had functional immunity; therefore, there was no and is no justification for his apprehension," Sergei Lavrov told a Tehran news conference. "We insist on contacts with Austria concerning his immediate release," Lavrov also said. The Russian embassy in Vienna said stripping the detainee of his immunity was out of the question as there was no proof of any wrongdoing on his part. "The Russian Embassy replied [to the Austrian request to waive the detainee's diplomatic status] that dropping his status was out of the question because Austria had provided no evidence or grounds for his detention," the embassy said in a statement. The detained is a 51-year-old member of the Russian space cooperation team. While the Russian authorities have withheld his name, he is identified by the Austrian press as "Vladimir V." Austria's military counterintelligence was also reported to have detained a junior officer serving with the Austrian Air Force, suspected of illegally transferring sensitive information.

Russia refuses to discuss new Kosovo draft resolution-1

Russian envoy at the United Nations Vitaly Churkin said Wednesday Moscow will not participate in discussions over the new draft resolution on Kosovo. "We will not work on this draft," the diplomat said. "We continue to maintain our position stated in the document that is sitting on the UN Security Council's table." A new draft resolution on Kosovo, which gives the parties in the conflict four additional months to conduct further talks on the status of the province, was introduced Wednesday at the UN Security Council. It is the third draft based on special envoy Martti Ahtisaari's plan to grant Kosovo independence without prior consent of Serbia. According to the new document, the resolution will come into force without further approval if the agreement between Pristina and Belgrade is not reached before the four-month deadline. "The new draft of the Kosovo resolution brings us no closer to a platform that could be used to reach an agreement [on Kosovo]," the Russian envoy at the UN, Vitaly Churkin, said, adding that it was still a positive step because it showed that the West agreed with the necessity to continue talks on the issue. Determining the status of the predominantly Albanian province of Serbia has been on the international agenda since NATO's 78-day bombing campaign against the former Yugoslavia ended a war between Serb forces and Muslim Albanian separatists in 1999. The region has remained a UN protectorate ever since. Ahtisaari's plan foreseeing independence for the region, which is home to two million, has been welcomed by the Kosovar Albanians, but strongly opposed by the Serb minority, as well as Belgrade and Moscow. Moscow has repeatedly said a solution must be based on a compromise between Belgrade and Pristina, and that the position of ethnic minorities in the region should also be considered.

Dutch man arrested for driving without license for 67 years

Dutch police have arrested an 84-year-old driver for driving without a license for 67 years, a police spokesperson said Wednesday. The police said they had discovered the offense after an insurance check. The driver said he had driven a car for 67 years without ever having an accident or being stopped by the police. He admitted to driving without a license, insurance, and never having had his vehicle examined at a garage, he assured the police that he would take his car to the scrap dealers straight away. The previous record for driving without a license in the Netherlands was held by a 64-year-old man who was stopped by police in 2005 having driven for 41 years without a license. The driver stated that he had driven an average of 90,000 kilometers (56,000 miles) annually, which added up to a lifetime total of 3.5 million kilometers (2.20 million miles).

U.S. assumes financial risks in N.Korea money transfer-Lavrov-1

Russia's foreign minister said Wednesday Washington had assured Moscow that it would assume all financial risks in transferring North Korea's $25 million unfrozen from a Macao bank. A Russian bank has agreed to handle the transaction, necessary to clear the way for shutting down Pyongyang's nuclear reaction, after all other banks were reluctant to risk potential U.S. sanctions. "The Americans appealed to us, we said we would help on a number of conditions," Sergei Lavrov said. "If North Korea is ready to have its funds transferred via a Russian bank and the U.S. provides full guarantees that Russian banks will not face any negative consequences. Those guarantees were given." The U.S. chief negotiator at the six-nation denuclearization talks with Pyongyang, Chris Hill, said Tuesday the funds had reached the North's accounts in the Russian bank. The money, blocked in China at a U.S. request over money laundering suspicions, had been transferred via the Federal Reserve, Russia's Central Bank and a bank in the Far East, the final point in the transaction. Lavrov said Washington had assured the Russian banks they would not face any sanctions over the transaction and pledged to cover all expenses in the event of lawsuits from third countries. North Korea had promised to seal its Yongbyon reactor producing weapons-grade plutonium as soon as the money had reached the impoverished state. The Communist state said at the weekend it would allow U.N. nuclear inspectors into the country as part of the February 13 deal with the U.S., China, Russia, Japan, and South Korea once the money had been transferred. As a second phase of the disarmament deal, Pyongyang - which conducted its first nuclear bomb test last October - is expected to provide the negotiators with a list of all its nuclear facilities for their eventual closure. In return, the reclusive Communist nation is to receive aid, diplomatic contacts, and other incentives. Hill said in Tokyo Tuesday the next round of six-nation talks could take place in early July.
