Gazprom completes first leg of Austrian gas storage with partners

Russian energy giant Gazprom said Thursday it had completed the construction of the first section of the Haidach underground gas storage facility in Salzburg, Austria, with Austria's RAG and Russian-German joint venture WINGAS. The companies plan to launch the construction of the second section on late 2008 and to finish it in April 2011. Haidach will be the largest underground gas storage in Ausrtia and the second-largest in Central Europe. The three companies will invest some 260 million euros in the project, which will have capacity of up to 2.4 billion cubic meters of gas. The volume accounts for 25% of Austria's annual gas consumption. Gazpromexport, RAG and WINGAS signed a protocol of intent to build and operate the Haidach gas field as an underground gas storage facility in October 2003. The construction was launched in January 2005. RAG discovered Haidach in 1997, and since 1998 some 2.9 billion cubic meters of natural gas have been supplied to the Austrian market from the deposit.

Ukraine leader rules out use of force to resolve political crisis - 2

Ukraine's president ruled out the use of force to resolve a political crisis in the country that has heated up since his dismissal of the prosecutor general earlier Thursday. After Viktor Yushchenko's sacking of his long-time opponent Prosecutor General Svyatoslav Piskun, who remains loyal to Yushchenko's arch rival, the prime minister, protests broke out outside the prosecutor's building, and the pro-premier interior minister sent armed police to surround the building, where Piskun remained in his office. The prime minister's party, of which Piskun is a member, said a group of unidentified armed individuals was attempting to seize the prosecutor's building. Yushchenko told journalists: "The way out of the current situation is political agreements. People with weapons cannot solve this conflict." The Party of Regions, led by Prime Minister Viktor Yanukovych, said in a statement that a state coup is underway in the country. Piskun was fired by Yushchenko in 2005, but was reinstated a month ago after contesting his dismissal in court. The latest battle between the president and the prosecutor sprang up following a dispute over the Constitutional Court, which Yushchenko branded "illegitimate" when it failed to accept his decrees dissolving parliament and calling new elections. He demanded that Piskun take appropriate measures against the court. Yushchenko's Web site announced Thursday that the president was meeting with the defense and interior ministers and the head of Ukraine's security service, the SBU, to discuss the growing crisis. The Party of Regions said in a statement: "An extraordinary summoning by Ukrainian President Viktor Yushchenko of security agencies officers, including Defense Minister Anatoly Hrytsenko, suggests that a military scenario of power seizure is now being implemented in Ukraine. Or simply put, a state coup has been launched." The party said the president's actions clearly indicate his intention "to create an effective mechanism aimed at usurping power in Ukraine by forcible methods." Ukraine's parliament, the Supreme Rada, passed a resolution warning of a possible usurpation of power in the country by Yushchenko. Yushchenko called the actions of the interior minister, who sided with the dismissed prosecutor general, a criminal act. Prime Minister Yanukovych, who was in Yalta for a session of the CIS premiers, returned to Kiev as latest crisis broke out, along with Parliamentary Speaker Oleksandr Moroz, who interrupted his visit to Slovakia. Yushchenko who announced that the two leaders had agreed on a date for snap parliamentary elections, but declined to give specifics. "We reached a full understanding on this issue at yesterday's consultations with the premier," Yushchenko said. "The date has been named and the decision has been confirmed."

Putin says U.S. should have consulted Europe on missile shield - 1

Russia's president said Thursday the U.S. should have consulted European nations on whether they needed to be protected with the help of U.S. missile defense elements in Central Europe. "I think, given the modern tendencies of international relations, that if the Americans wanted, they would have obtained such a request [for protection]. But they should have obtained it first. As it is, it just looks like bad manners," Vladimir Putin told journalists. The U.S. announced plans in January to deploy interceptor missiles in Poland and a missile defense radar in the Czech Republic as part of its missile shield aimed at countering possible threats from "rogue states" such as Iran and North Korea. Putin said Russia considers the reasons Washington cites for the deployment of the missile shield to be "far-fetched." Moscow has repeatedly condemned the Pentagon's plans, saying they could prove a "destabilizing factor" and threaten Russia's national security, and warning that "appropriate measures" would be taken in response. Polish TV channel TVP1 said Thursday the U.S. will deploy a missile defense base on the Baltic Sea coast in Poland.

Rescue effort in Siberian mine over, after blast kills 38 -2

Rescue efforts have finished at a West Siberian coal mine torn by a methane explosion Thursday morning, which left 38 dead and seven injured, local emergency officials said, updating earlier reports of 35 dead and three missing. "The death toll is 38 people," the emergencies department in the Kemerovo Region said. "179 miners were rescued, of whom seven were injured and have been hospitalized." The explosion at the Yubileinaya mine occurred at 7.40 a.m. Moscow time (3.40 a.m. GMT), when 217 miners were working underground. The accident follows a powerful methane blast at a neighboring mine, owned by the same company, on March 19 when 110 miners died. The emergencies department also said that all 38 bodies had been lifted out of the mine, and that identification would begin Friday. A local health official said earlier three miners were in a serious condition. Local prosecutors said they had launched an inquiry into a breach of mine safety rules. A technological safety watchdog said Yuzhkuzbasugol, Russia's largest underground coal mining company, could have its license to operate Yubileinaya and some other mines withdrawn. Yuzhkuzbasugol, which is 50% owned by steel giant Evraz Group and runs 12 coal mines, denied this, saying it had "not received formal documentation to this effect." The Federal Environmental, Engineering, and Nuclear Supervision Agency said it had repeatedly demanded work be suspended at Yubileinaya, but the demands were overruled in a local court, including at the latest hearing on April 10. But the watchdog said in a statement it had managed to temporarily close down several sections of the mine over breaches in safety, including the shaft where the methane explosion occurred. A Yuzhkuzbasugol spokesman said earlier Thursday the company had made efforts to improve safety systems at its mines, launched equipment checks and had been retraining safety engineers following the March 19 accident, the worst in Russia's coal mining industry in the last 75 years. Yubileinaya was put into operation in 1966. Last year, about 900,000 metric tons of coal was produced there. Kemerovo Governor Aman Tuleyev declared Saturday a day of mourning in the region when the burial of the victims will take place. And a senior administration official said the families of those killed would receive compensation of at least 1 million rubles ($40,000) each. A spokesman for Tuleyev said the governor would push for a change of the mine's ownership and Yuzhkuzbasugol's managers. Evraz Group said it intends to "revise the strategy of its investments in Yuzhkuzbasugol" and consider all possibilities to reduce the company's technological and production risks.

Polish TV says U.S. to deploy air defense base on Baltic coast in Poland

Polish TV channel TVP1 said Thursday the United States will deploy a missile defense base on the Baltic Sea coast in Poland. Negotiations are underway in Warsaw between the U.S. and Poland on the Pentagon's planned deployment of its missile defense in the Central European country. The U.S. announced plans in January to deploy interceptor missiles in Poland and a missile defense radar in the Czech Republic as part of its missile shield aimed at countering possible threats from "rogue states" such as Iran and North Korea. Russia's foreign minister said Tuesday the plans jeopardize not only Russia, but the whole of Europe. However, U.S. President George W. Bush insists that the plans are not directed against Russia.

Russia favors political-diplomatic solution to Iran nuclear issue -1

Russia's president said a political and diplomatic resolution should be found to the Iranian nuclear issue to avoid a deadlock. Vladimir Putin's statement to journalists after an international nuclear disaster prevention conference in Luxembourg followed the presentation Wednesday of a report by the director general of the UN's nuclear watchdog, the IAEA, saying Iran had ignored UN Security Council Resolution 1747 and was stepping up uranium enrichment. Putin said: "We should find solutions that would not violate Iran's right to use modern technologies, but would calm the international community's concerns over its possession of nuclear weapons." U.S. President George W. Bush told a news conference at the White House Thursday he would work with the leaders of Russia and China, which have repeatedly vetoed U.S.-proposed sanctions against Iran, to isolate the regime. "My view is that we need to strengthen our sanctions regime," Bush told a news conference at the White House. "Of course, I will discuss this issue with Vladimir Putin as well as President Hu Jintao," Bush said. In the latest show of Iran's defiance, President Mahmoud Ahmadinejad said Thursday his country would under no circumstances stop its nuclear development.
